Purpose:
AIFRA will produce annual League Table ranking national regulatory authorities across Africa based on indicators of effectiveness, efficiency, transparency, and public responsiveness. The goal is to recognize top performing agencies, incentivize continuous improvement, and provide benchmarking tools for self-assessment and reform.
Methodology
The ranking will composite scores on 20-30 indicators across 5-6 key dimensions of regulatory governance, such as:
- Legal framework and powers
- Organizational capacity and resources
- Quality of regulatory processes
- Compliance and enforcement actions
- Public engagement and accountability
- Outcomes and impact
Data will be gathered through a combination of expert surveys, official disclosures, stakeholder feedback, and empirical research. The methodology, indicators and weighting system will be developed in consultation with an Independent Advisory Board of regulatory experts and validated through pilot testing.
Dissemination
The LARE Annual Report will be published and disseminated widely to governments, donors, businesses, civil society groups, and media. An interactive online portal will allow comparison and tracking of agency rankings and scores over time and across countries. Agencies will also receive detailed scorecards privately identifying strengths and areas for improvement.
Technical Assistance
AIFRA will offer customized diagnostic tools, benchmarking services, and advisory support to help agencies and governments draw on the LARE data and global good practices to design and implement regulatory governance enhancement programs. Packages can range from quick self-assessments to in-depth reform initiatives.
Fees
The LARE report and online database will be accessible free of charge. Detailed scorecards for agencies are confidential and cost $2500. Advisory service packages range from $5000 for a basic benchmarking report to $50,000+ for comprehensive evaluations and reform planning support. Discounts are available for AIFRA partner agencies and multi-year agreements.
