Cecelia Kpangbala-Flomo, Liberia, Board Member

Cecelia Kpangbala-Flomo brings over 15 years of experience leading health regulatory bodies and nursing education programs in Liberia to her role as a Senior Fellow at the Africa Institute for Regulatory Affairs (AIFRA). Her background positions her well to support AIFRA’s mission to strengthen regulatory capacity across Africa through academic programs, research, advisory services, and policy discussions.

 

Ms. Kpangbala-Flomo’s service from 2012-present as the Registrar/Executive Secretary of the Liberian Board for Nursing and Midwifery has given her extensive experience in administering health profession oversight bodies and implementing regulatory policies. In this position, she led accreditation and development of standards for nursing schools and clinical sites. Her previous role as an Assistant Executive Secretary to this Board also focused on representing the institution and providing administrative and technical support.

 

On the academic side, Ms. Kpangbala-Flomo earned a Master of Public Health from Cuttington University in Liberia in 2009 and a second MPH from the Royal Tropical Institute in the Netherlands in 2012. She has worked as a nurse educator and curriculum developer for public health and nursing programs in Liberia. As a Faculty member of the West African College of Nursing, she is well-equipped to contribute to AIFRA’s academic offerings and research within the health regulatory space.

 

Ms. Kpangbala-Flomo also brings critical experience coordinating partnerships, projects and events to mobilize resources and strengthen Liberia’s nursing workforce. Through committee leadership roles, workshop facilitation and paper presentations, she has built connections with regional and international stakeholders to advance the development of ethical, responsive health oversight in Africa – directly aligning with AIFRA’s mission and principles.
