Elizabeth O. Oywer (SRS)

Elizabeth O. Oywer brings over 40 years of distinguished experience in nursing education, practice, policy, and leadership in Kenya and globally. Her expertise spans critical areas including health systems strengthening, workforce development, regulation and standards, quality improvement, and research.
Currently serving as the College Registrar at ECSACONM, Mrs. Oywer has previously held senior roles such as Director of Nursing and CEO of the Nursing Council of Kenya. She has been instrumental in revolutionizing nursing education, practice and regulation in her country. Her experience in developing standards and policies directly contributes to AIFRA’s mission of building regulatory capacity and ethical oversight systems across Africa.
At the global level, Mrs. Oywer has represented African nurses in prestigious organizations like the International Council of Nurses and the Global Network for Public Health Nursing. She brings this international perspective to understand regulatory challenges within the African context. Her participation in WHO expert groups also enables knowledge sharing with AIFRA’s programs.
An astute researcher herself with several publications, Mrs. Oywer will be an asset to grow AIFRA’s regulatory research agenda. Furthermore, her track record of mentoring several boards and associations in the region aligns perfectly with AIFRA’s vision of convening discussions to foster regulatory collaborations.
With her multifaceted background spanning regulation, research and global engagements, Mrs. Oywer adds significant value in carrying forward AIFRA’s objectives to build ethical, responsive and world-class regulatory capacity in Africa. Her membership to the AIFRA Board and as a Senior Regulatory Specialist with AIFRA LBG is invaluable.
